{"id":55,"date":"2021-06-15T11:48:00","date_gmt":"2021-06-15T11:48:00","guid":{"rendered":"http:\/\/4roads.ca\/?page_id=55"},"modified":"2026-05-06T19:07:15","modified_gmt":"2026-05-06T19:07:15","slug":"about-us","status":"publish","type":"page","link":"https:\/\/4roads.ca\/?page_id=55","title":{"rendered":"About us"},"content":{"rendered":"<h2>David Anderson, CET, President<\/h2>\n<hr \/>\n<p>David Anderson is an Asset Management Specialist with over 30 years of experience as a municipal employee, and over 19 years as a consultant. His municipal career began in surveys and inspection and advanced to spend the latter 20 years of his municipal career at the senior manager or department head level. Dave\u2019s municipal work experience includes municipalities at the upper-tier, lower-tier, and single-tier levels. His responsibilities have included all infrastructure types and road systems of up to 1,425 centre line-kilometers.<\/p>\n<p>His range of experience includes public works engineering and operations, engineering studies for all types of infrastructure, including Class Environmental Assessments, Master Plans, Road Needs Studies, and capital planning and program implementation.<\/p>\n<p>In the fall of 2000, Dave became the first Manager of Engineering and Infrastructure for the newly formed Haldimand County,\u00a0 and was tasked with creating an engineering department for a single tier municipality, responsible for capital programming, asset management for all assets, including roads, water and waste water (linear and treatment), structures, and municipal drains, and development review.<\/p>\n<p>During his municipal career, and then as a consultant, Dave has completed over 300 reports\/projects including:<\/p>\n<ul>\n<li>State of the Infrastructure (Road Needs Studies) \/State of the Infrastructure Reports following the Ministry of Transportation of Ontario&#8217;s Inventory Manual for Municipal Roads methodology, and Asset Management plans for core assets.<\/li>\n<li>Service Delivery reviews<\/li>\n<li>Ontario Regulation 239\/02, Minimum Maintenance Standards for Municipal Highways compliance audits<\/li>\n<li>Training<\/li>\n<\/ul>\n<p>Of particular relevance, is that in 2010, Dave developed a 2-day course now offered regularly by OGRA entitled <em>\u2019Managing the Road &#8211; Not Just the Pavement<\/em>, that focuses on the MTO Inventory Manual, Pavement Management and Pavement defects. Dave has also given conference presentations on Gravel Road Conversions.<\/p>\n<p>Dave has also delivered a number of other presentations at various conferences, workshops, and seminars on Asset Management.<\/p>\n<p><span data-contrast=\"auto\">He was Course Director of the Scott Mackay Bituminous Technology Course from 1997 to 2006, with continuing involvement as a presenter to 2019 and has been involved with the Guelph Road School since 1997 as a Course Director of the Soils and Pavements Course until 2018, and a presenter until 2025. Dave has also made many conference and workshop presentations.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>Dave was presented with the Volunteer of the Year award at the 2011 OGRA\u00a0 Annual Conference.<\/p>\n<p>More recently, Dave was the chair of OGRA\u2019s Academy for Municipal Asset Management, Program Advisory and Certification Board from April 2013 to January 2018.<\/p>\n<p><a href=\"http:\/\/4roads.ca\/wp-content\/uploads\/2021\/08\/4_Roads_Promo_Map_v006_20200202.pdf\">4_Roads_Promo_Map_v006_20200202<\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>David Anderson, CET, President David Anderson is an Asset Management Specialist with over 30 years of experience as a municipal employee, and over 19 years as a consultant.
